I puzzled over the instructions below for a while.  I guessed that the reason you rotate the crankshaft
clockwise is to unload the springs on the camshaft.   At TDC I guessed that one of the thirty-two valves
must be held open by a cam lobe.  I ignored the rotation step  when I took the belt off in the later steps.  
Subsequently the Left Cam rotated about 45 degrees counter-clockwise.
